Cumbria Billiards & Snooker Association Rules.


1.            LEAGUE TITLE

a)       The name of the group shall be ‘The Cumbria Billiards & Snooker Association’, hereinafter referred to as ‘The Association’.

2.            AIM

a)       The aim of The Association is to promote the sport of billiards and snooker.

b)      To give player’s of all abilities in the county of Cumbria the opportunity to participate and challenge other players in the sport of billiards and snooker.

c)       To improve the general standard of the game of billiards and snooker throughout the county.

d)      To generate income for local pubs and social clubs in the local area.

e)       To raise funds for local charities whenever possible.

3.            OBJECTIVES

a)       The League will fulfil its aims by;

(i)          Acting as the official governing body for the games of billiards and snooker in Cumbria.

(ii)        Organising and promoting any billiards and snooker tournaments in Cumbria as decided by the committee.

4.            MEMBERSHIP

a)       Membership of the association shall be open to those persons paying the entry fee to any competitions organised by The Association.

5.            MANAGEMENT

a)       The officials of the association shall consist of those appointed at the AGM.

b)      The administration of The Association shall be vested in the county officials.

c)       The officers of The Association shall consist of Chairman, Secretary, Vice Chairman and Treasurer.

6.            FINANCE

a)       True accounts shall be kept of the sums of money received and expended by the association.

b)      Withdrawals of monies from The Association account shall be authorised by the officials.

c)       The Association may be dissolved by a written resolution passed by the majority at a county meeting called for that purpose.

d)      Any monies of the association shall be disposed of as decided by the county officials after any debts have been paid from The Association funds.

7.            MEETINGS

a)       County meetings shall be held as and when determined by the officials.

b)      The committee must ensure there are at least two meetings held during each calendar year.

8.            AGM’s/EGM’s

a)       AGM’s shall be held at a place and time to be decided by the officials

b)      The business of the AGM shall be;

(i)          To receive and adopt the report of the county officials.

(ii)        To receive and adopt a statement of the accounts

(iii)      To elect the officials of The Association

(iv)       To consider resolutions submitted by the officials

(v)         To transect any other business which may be lawfully dealt with?

c)       Any member of The Association shall be at liberty to submit for discussion at the AGM any resolution provided that notice of the resolution is submitted in writing to the officials at least ten days before the meeting.

d)      All members present at the AGM shall be entitled to one vote.

e)       In the event of an equality of votes, the chairman of the officials shall have the casting vote.

f)        Emergency meetings may be called at any time by the officials

g)       The officials must give at least ten days notice of the place, date and time of any such meeting.

h)      This constitution shall not be replaced, altered or added to except by a resolution passed at the AGM or a meeting called for that purpose.

9.            FEE & FINES

a)       Entry fees shall be decided by the officials.

10.            BILLIARDS & SNOOKER TOURNAMENTS

a)       Entries shall be open to all persons whose normal place of residence is within the county of Cumbria.

b)      Entries shall be open to all persons allowed into rooms where matches are to be played.

c)       A player on the UK tour may enter county championships unless he/she is in the top two hundred players’ rankings of the WPBSA.

d)      Entries shall be divided into zones at the discretion of the officials.

e)       Billiards and snooker championships and the number of frames played or points scored shall be decided by the officials.

f)        Matches shall be governed by the controlling body for the game currently in force.

g)       Match balls used must conform with the governing body.

h)      Billiards matches be 300 up to the quarter finals, 400 up to the semi finals and 500 up to the final.

i)        The number of points played or the format of matches may be altered if decided by the committee.

j)        Snooker matches shall be the best of 7 frames, semi-final best of 7 frames and the final to be the best of 9 frames.

k)      The number of frames may be altered if decided by the committee.

11.            TROPHIES & PRIZE MONEY

a)       Trophies belonging to or in the care of The Association shall be insured by them

b)      Engraving on them shall be The Associations responsibility

c)       Clubs or players holding them shall be responsible for their safe keeping and for their safe return in good condition when required.

12.            DISPUTES

a)       A player wishing to protest to The Association with regards to a match that he/she was participating in shall do so in writing to the officials within 48 hours of the match having taken place.
